Do the first three management nodes require a backend IP to form the cluster?

Yes they requite backend ips.
Management nodes run the Ceph monitors, managers, metadata servers, Consul servers (for service resource management), (GluserFS for common config filesystem), + other services like Graphite/Graphana ( statistics/charts).
They all run on the backend network.
